Tiago M. Oliveira is a PhD and Forest Engineer with 30 years of experience in national and international activities specialized in the topics of wildland fire risk management and governance. Worked for private and public sectors in all levels of wildfire operations, research, management and administration.
From June 2026 is an Associated Researcher at the Center for Innovation, Technology and Policy Research, IN+, at Instituto Superior Técnico - University of Lisbon. Since 2023, is member of Board Directors of International Association of Wildland Fire and since 2015, member of ILC (international liaison committee, chaired by USFS).
From 2018 – May 2026 he was Chairman of the Board of the Portuguese Agency for Integrated Rural Fire. In a participatory process, his team designed the strategy, the National Plan for Integrated Rural Fire Management 2020-2030, National Action Program, 5 regional programs and the established the Portuguese Integrated Fire Management (IFM) System (DL 82/2021). Since 2019, AGIF present’s a report to the Parliament and Government, with progress and setbacks achieved annually. Operationally, number of fire’s were reduced by half and losses decreased, prevention budget surpasses suppression and societal understanding of fire problem changed. From transformation loop, highlight’s the national fire education campaign PortugalChama and knowledge was made available to operation for all fire management phases and strengthen the international x-cooperation with Canada, USA, Brazil, Chile, Spain, Finland, South Korea and Australia. He chaired the 8th International Wildland Fire Congress and since then, helped to influence the “Fire Diplomacy” to adopt IFM principles and concepts. AGIF, is a founder member of FAO Fire Hub.
From 1998 to 2016 worked at Navigator Company as Head of Forest Innovation and Development (2016), Risk Manager (2008), Strategy (2003) and Inventory and GIS (1998) units. He public served as advisory of the Minister of Agriculture of XV and XVII Portuguese Governments (2004-2006), Assistant Lecturer at MedFor Master (2013-2017) Researcher (1994-1998) for National Geographic Center. Beyond expertise gathered in 25 wildfire seasons in different positions, he developed his personal and professional skills in Research & Innovation, Development and Strategy, Planning, Risk analysis, Project Management, Communication, Natural resource survey and Remote Sensing.
Participated as a speaker in several international and national conferences, media participation and published several articles in international journals.
