Technology and Policy in Aerospace


The goal of this initiative is to promote research activities and develop new knowledge on aeronautics, taking into account the innovation dynamics of the sector. Motivated by the recent installation of two Embraer Plants in Evora, this initiative is to be set up with different research groups and institutions, as well as different industrial players, exploring, in particular, collaborative joint ventures with Embraer and related suppliers, relevant industrial partners and associations, and with engineering centers in Portugal, establishing collaboration with additional European, American and Brazilian partners.

This initiative is designed to deepen the understanding of new technology and business opportunities along the full value chain in association with the installation of Embraer in Evora, as well as emerging challenges for the industry. Emphasis will be given to the current development of local supply chains and the formation of a new generation of suppliers in Portugal, looking at different players in the sector.

Research will look together at innovation dynamics in the sector, oriented to analyze the emerging opportunities for the sector’s supply chains, the role in the design and assessment of complex value–chain systems for aeronautic, accounting for the increasing complexity and uncertainty of technological advances and related value chains and business configurations in modern aeronautics. This approach considers the changes in the nature and complexity of aero-manufacturing and localization of production, and the risk and uncertainty involved in the development of the future of aero industries. Aero-manufacturing increasing strains demand better and novel approaches to their management and interaction, and ways to integrate uncertainty in decision making processes.



Our projects bring people together for all partners involved, assuring a large diversity of knowledge and expertise combined to address complex issues in technology and policy in aeronautics.

Américo Azevedo

Américo Azevedo is an Associate Professor in Department of Industrial Engineering and Management at Faculty of Engineering of University of Porto (FEUP). He has gained large experience in the academic, industrial and consultancy environments. He teaches in the academic programmes of FEUP and PBS (Porto Business School) and in specific programes of the MIT-Portugal Program. His research and teaching focuses on operations management, business processes management and enterprise collaborative networks. He is a registered professional engineer and a Research Manager at INESC TEC. He has been author of many articles in international journals and technical publications and also active in preparing and participating in R&D projects involving industrial companies. He has been reviewer and evaluator of several international R&D Industrial projects. Responsible for leading more than 20 company based R&D and consulting projects in the following areas: Operations management; Facility design; Decision Support and Planning Tools for order management. Experience in several sectors: machinery, semiconductors, ceramics, and cork processing.
Ana Barros

Ana Cristina Barros is a senior researcher at INESC TEC - INESC Technology and Science. Her research focuses on supply chain strategy, innovation networks, and operations management. She was visiting researcher at Carnegie Mellon University, US (Pittsburgh in 2012 and Silicon Valley in 2014-2015), Massachusetts Institute of Technology, Cambridge, US (2008-2011), and Cornell University, Ithaca, US (2002). Ana Barros obtained a PhD in Engineering and Management from the Instituto Superior Técnico at the Technical University of Lisbon, Portugal, a MBA in logistics and entrepreneurship from the Technische Universitaet Muenchen, Germany and a M.S. and B.S. in Chemical Engineering from the Universidade do Porto, Portugal. Ana Barros has several years of work experience in the procurement and production planning departments of German and Portuguese companies. Since 2010, she has been lecturing operations management related courses in masters and executive programs.
Anabela Reis

Anabela Reis is currently a PhD student at Instituto Superior Técnico (IST) Engineering and Public Policy Program, sponsored by Portuguese Science and Technology Foundation (FCT), through IRGC-Portugal. Her research focuses on risk governance with direct application to aeronautics. The establishment of two Embraer plants in Évora brings new opportunities potential suppliers. However, creating and developing the necessary knowledge base to integrate technologies, equipment and systems into aircrafts is not trivial. Therefore, the current research aims to deepen the discussion of issues related with scientific, technological and industrial development in the aeronautical field.

Anabela received her Master Degree in Aerospace Engineering from IST, Technical University of Lisbon, Portugal. She previously worked for nearly two years as a researcher at the Statistics and Prospective Unit (NEP) of IST, supporting the development of statistical analysis on higher education data.
André Carvalho
António Lucas Soares

António Lucas Soares has a PhD in Electrical and Computer Eng. (University of Porto, 1998). He is a senior researcher and group leader at INESC-P and Associate Prof. at FEUP. His research expertise is in information management, semantic knowledge-based systems, requirements engineering, organizational networking, socio-technical networks. He is a member of the reviewing and editorial board of several international journals and program committee of several int. conferences. He is currently coordinating a group on Information Management and Knowledge in Collaborative Networks at INESC-P. He has more than 15 years’ experience in coordinating and managing teams in national and European projects.
Cláudio Santos

Cláudio Santos is a Post-doctoral researcher in INESC TEC. He has a degree in Industrial and Management Engineering. After working for Portuguese organizations with subsidiaries in countries such as Mexico and India, he decided to broaden his knowledge in engineering management issues, being accepted as a PhD student in the MIT Portugal Program, focal area EDAM (Engineering Design and Advanced Manufacturing). The thesis presents a novel integrated technology strategy framework developed to assist organizations in the formulation of strategic decisions concerning technology development and management. His research interests include topics such as technology strategy, decision-making methods and risk management.
Dario Messina

Dario Messina is a Ph.D student in the Doctoral program in "Industrial Engineering and Management" and he is also a researcher at INESC TEC for the E4VALUE project. His master thesis, made in collaboration between the University of Liverpool Management School and his university in Palermo, was about SC practices on NPD process, and in ETO environment. The objective of the work was to develop a model that lead to assess the effect of SC practices on the quality of NPD process
Elsa Henriques
Erica Fuchs

Erica R.H. Fuchs is an Associate Professor in the Department of Engineering and Public Policy at Carnegie Mellon University. Her research focuses on the role of government in technology development and the effect of location on the competitiveness of new technologies. Dr. Fuchs was selected in 2012 as World Economic Forum Young Scientist (top 40 under 40, internationally). Her NSF CAREER award supported research focuses on rethinking national innovation systems. Over the past three years, Dr. Fuchs has been playing a growing role in national and international meetings on the future of U.S. advanced manufacturing, including advising the President’s Council of Advisors on Science and Technology during a one-day workshop and welcoming President Obama during his 2011 visit to Carnegie Mellon to announce the Advanced Manufacturing Partnership. She currently serves on the U.S. Advisory Committee to the International Commission for Optics and the National Academy of Science’s committee for Evaluation of the Advanced Research Projects Agency – Energy (ARPA-E). She previously served on the National Research Council committee on future trends and challenges in optical science. She is a member of the Advisory Editorial Board for Research Policy. Before coming to CMU, Dr. Fuchs completed her Ph.D. in Engineering Systems at M.I.T. in June 2006. She received her Masters and her Bachelors degrees also from M.I.T. in Technology Policy (2003) and Materials Science and Engineering (1999), respectively. Dr. Fuchs spent 1999-2000 as a fellow at the United Nations in Beijing, China. Her work has been published among other places in Science, Research Policy, and Management Science; and has been covered on National Public Radio and in the New York Times. Dr. Fuchs has been an invited speaker at a wide range of venues including the World Economic Forum Summer Davos, the U.S. Department of Commerce’s National Advisory Council on Innovation and Entrepreneurship, and the Council on Foreign Relations.
Francisco Vilhena da Cunha

Francisco Vilhena da Cunha is Programme Manager at EEA, a public-private company in which he coordinates industrial consortia for aeronautical engineering projects. He is also a researcher on risk governance and public policies for industrialisation at IN+, where he pursues a PhD in Engineering and Public Policy.

Francisco graduated from IST Lisbon as an Aerospace Engineer and his previous duties included the one of executive director of the International Risk Governance Council (IRGC) Portugal; advisor to the Portuguese Secretary of State for Science, Technology and Higher Education; consultant in business intelligence and business development for the aerospace market; offsets advisor to the UK-based International Defence Programme of the NGO Transparency International; Head of intelligence at INTELI, a public-private non-profit think-tank; and Portuguese representative at several FP7 groups related to Aeronautics, Security and Space, namely the ACARE Technology Platform, the JTI Clean Sky NSRG and Programme Committees.
Granger Morgan

M. Granger Morgan is University and Lord Chair Professor of Engineering; Professor, Department of Engineering and Public Policy (where he served for 38 years as the founding Department Head, stepping down in August 2014); also Professor in the Department of Electrical and Computer Engineering and in the H. John Heinz III College; Co-Director (with Inês Azevedo) of the Center for Climate and Energy Decision Making; Co-Director (with Jay Apt) of the Electricity Industry Center. His research addresses problems in science, technology and public policy with a particular focus on energy, environmental systems, climate change and risk analysis. Much of his work has involved the development and demonstration of methods to characterize and treat uncertainty in quantitative policy analysis. Morgan serves as Chair of the Scientific and Technical Council for the International Risk Governance Council. In the recent past, he served as Chair of the Science Advisory Board of the U.S. Environmental Protection Agency and as Chair of the Advisory Council of the Electric Power Research Institute, of which he is now again a member. He holds a BA from Harvard College (1963) where he concentrated in Physics, an MS in Astronomy and Space Science from Cornell (1965) and a Ph.D. from the Department of Applied Physics and Information Sciences at the University of California at San Diego (1969).
Jaime Bonnin

Jaime Bonnín Roca is a PhD student in the dual degree program between IST and Carnegie Mellon University. His research focuses on the technological opportunities and challenges in the introduction of new manufacturing technologies in the aerospace industry. He is particularly interested in how regulatory barriers might affect technological decisions in firms, even when new processes such as additive manufacturing might be cost-effective.

Jaime studied Aeronautical Engineering at the Technical University of Madrid, Spain (5-year program), following the intensification in Propulsion Systems. Thereafter he was awarded a full scholarship to spend a 10-week period at Singularity University, a high-tech social entrepreneurship incubator in Silicon Valley. Before starting his doctoral studies, he worked for 2 and half years as a Test and Validation Engineer of Flight Dynamics systems at the European Space Operations Center (ESOC) in Darmstadt, Germany."
Joana Mendonça

Joana Mendonça is a senior researcher at IN+. She holds a PhD in Engineering and Industrial Management at the Technical University of Lisbon, with a thesis entitled "The Impact of Knowledge Creation and Accessibility on Entrepreneurial Activities". She has completed her Master in Engineering Policy and Management of Technology, with a dissertation on the "Determinants of Innovation in the Portuguese Chemical Industry". She has a Diploma in Chemistry from Lisbon University.

From March 2010 to December 2012 she has been deputy director for the Science, Technology and Higher Education Statistics Office, at the Ministry for Education and Science, the former Ministry for Science, Technology and Higher Education. In 2009-2010 she was an assistant to the Secretary of State for Science, Technology and Higher Education, in the Government of Portugal. She has been a researcher at IN+, the Center for Innovation, Technology and Policy Research at IST since 2002. Her research has focused on innovation processes, and new business creation, especially in human capital aspects on innovation and entrepreneurial activities.

Manuel Heitor

Manuel Heitor is Full Professor at Instituto Superior Técnico, Lisbon, and director of the Center for Innovation, Technology and Policy Research, IN+, which was awarded in 2005 by the International Association of Management of Technology, IAMOT, has one of the top 50 global centres of research on “Management of Technology”. From March 2005 to June 2011 he served as Secretary of State for Science, Technology and Higher Education in the Government of Portugal. He was a Visiting Scholar at Harvard in 2011-12.

He earned a PhD at Imperial College, London, in 1985 in combustion research and did post- doctoral training at the University of California San Diego. Then he pursued an academic career at Técnico, Lisbon, where he served as Deputy-President for the period 1993- 1998. Since 1995, he has been Research Fellow of the IC2 Institute (Innovation, Creativity and Capital) of the University of Texas at Austin. He was co-editor of the book series on “Technology Policy and Innovation, launched through Greenwood Publishers, Connecticut and continued through Purdue University Press. He was co-founder in 2002 of “Globelics - the global network for the economics of learning, innovation, and competence building systems” and, in 2004, a founding member of the S&T Council of the “International Risk Governance Council”, IRGC.
Maria João Corte-Real
Nuno Ferreira

Nuno Ferreira is a senior researcher at IN+. He holds a PhD in Sociology at ISCTE – Instituto Universitário de Lisboa, with a thesis entitled “Contingencies and dispositions in the Classroom: Influence of Extra-School Processes in Pedagogic Relationship of the Secondary”. He holds a post-graduation in “Data analysis for the social sciences” and a diploma in Sociology, both at ISCTE.

From 2009 to 2012 he has been a teacher at the Polytechnic Institute of Leiria and, since 2012, he integrated CIES – ISCTE as a researcher, where he studied the International Partnerships between Portuguese and American universities.

He has been a researcher at IN+, the Center for Innovation, Technology and Policy Research at IST since 2014. His research has focused on innovation processes, actor’s dynamics and other sociological aspects of industrialization.
