Innovation and competence building for Europe:
Towards a learning society
a seminar on socio-economic research and innovation policy

Fundação Calouste Gulbenkian – LISBOA, 2 October 2003

Objectives:
The Seminar is aimed to discuss a new book published by Edward Elgar and to help guiding a future research agenda on innovation and competence building for Portugal within a diversified European environment. The goal is to focus the discussion on the Portuguese experience in Europe and to improve our understanding of critical factors fostering innovation. Recent results from the CIS III will be presented and discussed in light of current understanding of innovation.

The book aims to review and interrelate recent understanding and research results in three main areas of socio-economic research: i) science, technology and innovation policy; ii) new skills and competencies building; and iii) social exclusion and social integration; and connect these with the objectives established in the Lisbon Council of March 2000. Now that the book has been published, we aim to discuss future critical topics for socio-economic research on innovation and competence building in Portugal within a diversified European context, reflecting new socio-economic trends and to find policy strategies promoting learning societies.

The Research Seminar will involve a number of invited Portuguese researchers and discussion will be launched in terms of current trends in innovation theory and policy making, together with the presentation of new results from the CIS III. Then, the seminar will be oriented in order to guide the development of a research agenda on innovation and competence building. At the end of the day, a public session will be organized to present the new book published by Edward Elgar.
