The World Bank began to finance large development programs for the drought-prone states of the Brazilian Northeast in the 1970s. Twenty years later Brazilian and international experts, with financial support from the World Bank, started Projeto ÁRIDAS-a systematic effort to develop a broad-based sustainable development strategy for the Northeast. The project mobilized hundreds of people-experts, decision-makers, members of the civil society-who worked for several years to analyze the key components of development (population, economy, poverty, agriculture, education, health, water, environment, innovation, institutions) and to develop a consensus in the region on new development goals and projects. The project results have been widely publicized. ÁRIDAS methodology and findings have been used by state and municipal governments, NGOs and development agencies in Brazil to change public policy in such areas as public health, education and water. This workshop will serve two goals: 1. To present the civic science methodology that was pioneered by the Projeto ÁRIDAS in Brazil, and 2. To illustrate the implementation of the ÁRIDAS Strategy.
