This symposium consists of three workshops to be held in consecutive days forming a track throughout the conference dealing with issues associated with the measurement of innovation. While there is long tradition on producing and using statistics and indicators for R&D, the effort to deal with the measurement of technological innovation is more recent. A parallel conceptual framework to the Frascati Manual - which provides guidelines together and interpret data on R&D - for innovation is the Oslo Manual, which has been developed under the auspices of the OECD and EUROSTAT. Drawing heavily from the Oslo Manual, the OECD jointly with Eurostat has been stimulating the Community Innovation Surveys, an effort that several European countries have undergone, aiming at gathering comparable data on technological innovation. Many other non-european countries have started their innovation surveys as well. The first workshop assesses the CIS efforts undergone thus far, aiming at providing a critical evaluation of the methodologies and results, and suggesting ideas for further improvements. Beyond Europe, other countries have used and contributed to the CIS effort. The second and the third workshops describe the results of innovation surveys of other countries outside Europe and in Latin America.
