Competitive European Electricity Markets




Workshop Co-ordination:
Workshop Presentation and Objectives

The main objective of the workshop is to discuss the several dimensions and issues underlying short, medium and long term security of supply in European electricity markets in the context of market liberalisation. The workshop will comprise a plenary session dedicated to critical energy infrastructures and a round table under the theme “Can the Californian crisis occur in Europe?”. The round table will also take as a discussion theme the recent blackout events in Europe.

  • Speakers:
    • Margot Weijnen, Technical University of Delft
      Prof. Margot Weijnen holds the chair of process and energy systems engineering in the Department of Technology, Policy and Management at the Delft University of Technology. She directs the TU Delft interfaculty research center on Design and Management of Infrastructures, which includes the energy infrastructure sector. For the European Commission, she chaired the Five Year assessment of the Non-Nuclear Energy Programmes in 2000. Her present affiliations in the energy field include membership of the General Energy Council. Outside the energy field, her professional interests focus on technology policy issues. Margot Weijnen is a member of the Netherlands Science and Technology Policy Council and the National Innovation Platform.

    • Rui Pestana, REN
      Rui Pestana holds Graduate (1986) and Master (1990) degrees in Electrical and Computer Engineering from IST, Technical University of Lisbon. Presently he is the Head of the Department of Studies and Development of the System Operator at REN (Portuguese Transmission Grid Operator).
      Rui Pestana holds representation in several international institutions. At ETSO (European Transmission System Operators) he is working in the implementation of the CBT - Cross Border Tariff since 2001 and is observer of the Task Force NACM - Network Access & Congestion Management, since 2000. At UCTE (Union for the Co-ordination Transmission of Electricity) he has been observer in the Study Group "Network Models & Forecast Tools" and working in the implementation of the DACF - Day Ahead Congestion Forecast since 2001.

    • Vasco Coucello, EDP Energia
      Vasco Coucello graduated from IST, Technical University of Lisbon, in Civil Engineering in 1975 and holds a MBA from Universidade Nova de Lisboa (1988). In 1980 he joined the EDP group (Electricity of Portugal) where he was responsible for several departments, namely the Department of Strategic Planning. From 1992 to 1999 he was the Head of the Directorate-General of Energy. Since 1999 he is member of the Board of Directors of EDP Energia.
      Vasco Coucello has been vice-president of the Bureau of the European Energy Charter from 1992 to 1994 and President of the Standing Group on the Oil Market of the International Energy Agency from 1996 to 1999.

    • Pedro Flores Correia, IST/DEEC
      Pedro F. Correia was born in Lisbon, Portugal, in 1969. He received his Graduate and Master degrees in Electrical and Computer Engineering from IST, Technical University of Lisbon, in 1993 and 1996, respectively. He received his Ph.D. degree in Electrical Engineering from the University of Illinois at Urbana-Champaign (USA) in 2002.
      He is currently Assistant Professor in the Department of Electrical and Computer Engineering at the IST, Technical University of Lisbon.
      His areas of interest are power system analysis, competitive electricity markets, and power system relaying.
      In 1996, he was awarded the second REN (Portuguese transmission grid operator) prize for his Master thesis.
      During his Ph.D. he received a scholarship (1998-2001) from the FCT, Portuguese Ministry of Science and Technology, Program Praxis XXI, and a research assistantship funded in part by the U.S. National Science Foundation.
