Coordination: Organization/Sponsor: FLAD – Luso-American Development Foundation Audience: Pre-defined group of foreign and Portuguese experts Structure: 1 full day; total of two sessions with an initial presentation about current challenges for innovation for Portugal, followed by a series of presentations by foreign experts, which are to be discussed and comment by Portuguese experts. Objective: To discuss main challenges and opportunities for innovation for Portugal, looking at current knowledge and trends on partnerships for innovation and industry-science relationships. The ultimate goal is to help FLAD designing a program to foster innovation for Portugal. Expected Outcome: The workshop is expected to yield specific pragmatic orientations for the development of a program that, within the possibilities of the partners involved, can lead to a meaningful and lasting improvement of the innovation performance of the Portuguese economy. Session 1: Does Portugal Need Innovation? Growth, Technological Change and Partnerships for Innovation: learning by comparing experiences
Why is innovation important? Can a country grow in a sustainable manner over the long run without innovation? Is there a lack of innovation in Portugal? What have other countries/regions done to harness the power of innovation to grow? This session will focus on the different patterns of industry-science relationships and on their relative impact on economic growth. Different experiences in Europe and US will be analyzed and the discussion will focus on the type of diversified actions to be implemented in terms of the specificities of actors and of the institutional framework.

Session 2: Promoting the demand for partnerships for Innovation
What should the balance between predominantly “push” and predominantly “pull” measures to promote innovation be? What can be done to stimulate action on the “pull” side? This session will focus on the analysis of the demand for promoting industry-science relationships, learning by comparing specific case studies and industrial practice. The impact of the structure of local and national economies on the type and success of partnerships will be particularly discussed.
